JAIPUR: Jaipur Smart Mission Limited (JSML) has failed to officially implement Prime Minister’s ambitious smart city project in the state capital.
Under the project, JSML has finalised the tenders for carrying out renovation of façade work and converting the School of Arts into a museum. JSML has allocated funds and finalised the tender for the same. However, the officials are now waiting for the state government to lay the foundation stone to initiate the project officially. “It was proposed that the urban development and housing (UDH) minister will lay the foundation stone for the project. But, we haven’t received an answer from the minister yet,” said an official source.
Under the smart city project, JSML is all set to launch two projects. The proposed cost for façade work is Rs 13 crore. Similarly, Rs 3 crore will be spent to convert School of Arts into a museum. “The project is delayed by almost two months. We had planned to take up work after the end of monsoon season,” added a source.
Meanwhile, JSML is also exploring various revenue models to overcome financial deficit as there is a shortage of funds.
As per the proposal, JSML had drafted a plan of Rs 2,400 crore to launch various projects under the smart city initiative after Jaipur secured third position in the list of smart cities. However, so far JSML has Rs 1,000 crore in its coffers while efforts are being made to arrange the remaining Rs 1,400 crore.
According to an official, under the mission, the Centre will provide an assistance of Rs 500 crore. Similarly, Rs 200 crore will be provided by the state government. Jaipur Development Authority and Jaipur Municipal Corporation will jointly provide Rs 200 crore as their share.
“One of the options is to replace the existing operations of e-rickshaws by bringing in a PPP model. To earn revenue, a proposal has been drafted to impose fee on tourists and residents in the School of Arts museum at Kishanpole Bazar which would be developed under the smart city mission.Similarly, JSML will develop commercial space at Chandpole, a multi-level parking and lease it out to earn revenue,” said sources.
